Minority Slams Akufo-Addo For Firing DACF Administrator

The Minority in parliament has criticized President Akufo-Addo for his directive to the administrator of the District Assembly Common Fund (DACF) to proceed on leave.

Kojo Fynn who is the Administrator was asked to proceed on leave and to be replaced by former Tema West Member of Parliament, Irene Naa Torshie Addo.

The directive comes despite the fact that Fynn still has some 24 months to the expiration of his tenure.

The offices of the Administrator is categorized under Article 70 of the constitution and enjoys a secured tenure.

The Minority Chief Whip, Muntaka Mubarak in an interview with Accra-based Citi FM described the move as a waste of public funds.

“It’s shocking to hear this weekend that the Administrator of Common Fund has been asked to proceed on indefinite leave. I see this to be very unfortunate and I’m saddened as a Ghanaian knowing that we are now drawing the office of the Administrator of Common Fund into partisanship. If you look at the establishment of the Office under Article 70 of the 1992 Constitution, you’ll see that it is established just like the Auditor General and some of the Chairpersons of the Independent Constitutional bodies. And if look at Article 252 of the 1992 Constitution where it states that parliament will ensure that the Administrator operates his office in an efficient and equitable manner; this is why it was promulgated…so you cannot occupy the Office of the Administrator of Common Fund without you being vetted.

“Even when this gentleman has 24 months to go, he’s been asked to proceed on indefinite leave. What it means is that for the next 24 months we are going to have two Administrators that we’ve seen. And the President has assured that he was going to protect the public purse. I don’t think by asking one to go on indefinite leave and putting another and paying both of them that is protecting the public purse.”
