Most CHPS Compounds Were Constructed By Japanese Gov’t – Ken Agyapong

New Patriotic Party (NPP) Member of Parliament (MP) for Assin Central, Kennedy Ohene Agyapong says President John Mahama and the National Democratic Congress (NDC) cannot claim credit for the construction of Community-based Health Planning and Service (CHPS).

Finance Minister, Seth Terkper while delivering the government’s financial statement for the year 2014 in Parliament on 19th November, 2013 stated the President, his Vice and Ministers would take a voluntary 10 percent pay cut from January 2014 to finance the construction of CHPS compounds.

The CHPS compounds, he said would help deal with maternal mortality and neo-natal health care.

The NDC’s ‘Green Book’ which chronicles the achievements of the Mahama administration states that the administration has constructed 1,260 CHPS compounds. The government, according to the Book is also constructing another 1,600 of such facilities.

“Out of 2,948 functional Community-based Health Planning and Service (CHPS) zones, 1,260 have been constructed. Another 1,600 are at varying stages of implementation as the next phase,” Page 24 of the NDC’s Green Book states.

The same achievement is repeated in the party’s 2016 manifesto.

But the Ken Agyapong speaking on Asempa FM’s Ekosii Sen Programme on Tuesday, 20th September, 2016 cast doubts on the achievements of the government in this sector as according to him, documents he has sighted proved that most of the CHPS compounds were constructed by the Japanese government for Ghanaians and not by the Government of Ghana.

“I have seen the documents and most of the CHPS compounds especially those in the Upper East and Upper West regions were constructed by the Japanese Government…I am daring them to come and dispute it…,” he said.

The NPP man further claimed, he is not shocked by the “lies’ of the NDC as ‘they take most Ghanaians to be fools who would just swallow hook, line and sinker everything they tell us”.
