Gov’t To Introduce Digital Addressing System To Protect Lands, Other Properties

Presenting the 2017 Budget Statement to Parliament Thursday, Finance Minister Ken Ofori-Attah said this is aimed at facilitating improved ownership data and unique identification of properties across the country.

“A proper identification of properties would ensure efficient delivery of services for economic activities and collection of taxes,” he said.

The national digital property addressing system would ensure that every land or property would be assigned a unique identifier.

Mr Ofori-Attah lamented that Ghana which was last mapped in 1974, lacks an efficient addressing system which has become a serious impediment to the country’s development.

According to him, as part of government’s plans to foster economic growth, it has started stakeholder consultation to develop and implement a national digital property addressing system for the country in 2017.

The co-founder of Data Bank said the benefit of having a reliable, modern and unique national identification system is enormous and imperative for the development of the nation.

It is against this background that government has commenced stakeholder consultation to revive and roll out the National Identification Scheme in 2017, he disclosed.

He said a robust identification system and the integration and use of a multi-purpose national identification card would enable the nation to advance economic, civic and social activities and to target specific development programs.

Although the National Identification Authority (NIA) was established in 2007 to oversee the registration of all residents in Ghana, a decade later the NIA has made limited progress.

The Finance Minister has given assurance that in consonance with government’s commitment to help them to achieve its goals, the new leadership would be resourced to be more effective.

He added that subsequently a national ID card would be required for provision and efficient delivery of public and private services including financial services, mobile banking and commerce, social safety nets, NHIA and revenue collections among others.
