The programme is to establish a single national household register and a database of poor and vulnerable households to facilitate easy access to the database by social protection programmes.

Nana Oye Lithur, Minister of MoGCSP, who announced this in Accra said, currently field data collection was on-going in Upper West Region.

“We have completed the registry classification to run PMT to determine the score of each household,” she said.

The Minister said the project would be done in the three Northern Regions and would be expanded to other regions depending on the success of the exercise.

Nana Oye Lithur said to ensure the efficiency of the data they are collecting, they have completed 80 per cent of the Case Management system.

She announced that they are implementing a three phase communication strategy for GNHR in July 2015.

She said the unit also developed observation forms for PIC and data collection monitoring by Zonal Coordinators, tracking of emerging issues and challenges from field for continuous improvements and lessons.

It has also developed tracking indicators to measure results on GNHR exercise and the indicators would be incorporated into MIS dashboard.

Nana Oye Lithur said all households are eligible to register and are encouraged to do so and after registration the households will be categorised as poor, non-poor or vulnerable.

“Mobile Registration Centres will be set up in communities so that community members can gather and register.

“The MRCs shall collect two sets of data on each household. Personal/biometric data of members of the household and household characteristics. The biometrics to be collected shall include pictures and all ten fingerprints of all members of the household above the age of 15 years.

“The household characteristics to be collected shall cover household composition; type of housing; agricultural assets; ownership of durables, and location of household… and it shall be collected using the proxy means questionnaire,” she added.

She said each household and each member of the household would be identified by a unique code.
