Tribalism, Cronyism And Corruption At Bole GES Office

Education has always been a bench mark for development in every community. But unfortunately some individuals when given a chance to serve mother Ghana resort to serve their own parochial interest instead of the collective interest of Ghana or the community in which they serve.

Records in education in the Bole district has shown that year by year the standard of education has fallen drastically.

There is a popular African adage that “if a fish wants to rot, it starts from the head”.

There is no doubt a fact that the Bole district education office is struggling from leadership deficiency.

The Bole District Director of the Ghana Education (GES), Madam Leokadia Zakpala has turned the office into a Daagati clan or if you like a family office, hiring and firing other ethnic groups from the Bole GES office like her private company.

Madam Leokadia upon assumption of office in 2012 could not hide her dislike for other tribal groups in the office.

The GES Director frustrated a hard working officer Mr. Adam Sumani who was a budget officer of Bole GES office for attempting to expose her of some dubious acts of her and her ethnocentric behavior in the Directorate . Mr. Adam Sumani was forced to leave the Bole GES office and is now working with the Sawla-Tuna-Kalba District Education directorate. Interestingly Mr Adams was replaced by one Lucy a pupil Teacher from Bole senior High School. She is av Dagaati.

As if that wasn’t enough, Mr. Adam Sumani who is now serving as a budget officer in Sawla tried in his personal capacity and established a private school named Starplex JHS a situation that should have let him leave in Bole.

This woman out of hatred for Mr. Adam Sumani who is a native of Bole, has always ordered his statistics officers not to report on his school but report on other private schools during their Annual Report.

Madam Leokadia who is so ethnocentric selected a Daagati man Mr. Augustine Tunkumwine to (DD Supervision) position which became vacant after one Mr. Ken Tiffu Sella retired.

Madam Leokadia once again brought in a Daagati lady also a pupil Teacher from Bole Senior High School by name Issahaku Joyce to under study Mr. Baba (Garba) who is the IPPD officer for GES Bole, and has three years to go on retirement so she take after him as IPPD officer creating vacancy at Bosec without filling it.

Information also gathered indicated that Madam Leokadia moved Richard also a Daagati from the classroom to serve as a Public Relation Officer (PRO) of the Bole District GES directorate.

Richard who is also an Uncle to the Director Madam Leokadia has been promised a lucrative position in the office.

The Bole GES Director first made a move to create a circuit (Bole Central) for him and it was resisted.

The second attempt was to assign his uncle Richard only a Principal Superintendent as the Deputy Human Resource Manager. The current substantive Human Resource Manager Mr. Alhassan Bugre is due for retirement in October, 2016. This couldn’t see the light of day because the office has several Senior officers that can occupy that position.

Madam Leokadia is currently doing everything within her power to make sure that Richard succeeds Mr Mark Sorwah who is the GES Training officer for Bole District.

Madam Leokadia once again displayed her deep rooted ethnocentricism when an appointment letter of Mr. Postarious from Volta Region was turned down as a District Technical coordinator of the directorate and given to one Rev. Brother also a Daagati who also doubles as the Principal of the St. Kizito Vocational /Technical School which is a private school manned by the Catholic Church, leaving Mr. Postarious in the classroom until he was called to his maker last month. May the soul of Mr. Postarious rest in Peace!!.

The District Statistics officer one Mr. Dakura John died some few months ago leaving a Deputy Statistics officer who have served in the capacity since 2011 who should have occupied the office. Interestingly that positions has occupied by another Dagaati man.

It is also noteworthy that whenever Dagaati teacher passes to glory Madam Leokadia attaches more attention to it than non-Dagaati teachers. Sometimes teachers are task to contribute monies for such funerals.

The Bole District Director of education is not just ethnocentric but wicked.

It is an open secret in the Bole GES office that Leokadia’s daughter and her daughters boyfriend were recruited into the Ghana Education service and took salaries as staffs of Bole Senior High School for a year now without authorities of the school knowing them.

The state has been milked to feed her daughter and her boyfriend for no work done.

Recently eleven out of twenty Gas cylinders allocated to Bole GES by Bole District Assembly has gone vanished and my research reveals that she secretly invited her Dagaati staffs in office and distributed the cylinders to them.

A deep throat within the Daagati caucus revealed that Madam Leokadia swear to fill most of the sensitive positions with her tribe mates before going on retirement this 25th October.

Rumours in town has it that Mr. Samuel Aanwar who was the F&A for the Bole GES and now the District Director of Education in Gusheigu wants to move to Bole when Madam leokadia retires.

Some concern natives have vowed never to see a Daagati occupy the posituon of GES Director for Bole District because of the bad footprints madam is leaving behind.

Now the questions most are:

1. Are other tribes within the Bole GES not qualified or competent to handle those positions?

2. Was Madam Leokadia’s predecessor’s administration stocked with his tribe mates?

We want to make it categorically clear to Madam Leokadia that the people of Bole and it environs have no problem with Daagatis and Madam Leokadia should not find one for her tribe mates.

Natives have married Daagati ladies and the vice verser over the years.

Truth be told, the people of Bole have always accommodated non-natives and allowed them to go about their day to day activities with hindrance or intimidation. But one can’t phantom the interest of Madam Leokadia.
