Government Reveals Plans To Make Civil Service Efficient, Robust

The government has revealed plans to sharpen the skill of civil servants to make them more productive in the discharge of their duties.

Deputy Chief of Staff, Samuel Abu Jinapor told Joy News Monday government is collaborating with the Office of the Head of Civil Service to restructure and reposition the Service.

The restructuring exercise, he said, is predicated on government’s belief that an efficient and competent civil service is key to the development of the country.

President Nana Addo Dankwa Akufo-Addo at May Day celebration, 2017 “Because they are a group of people who formulate policies even when government has a policy proposal, it is still the [civil] service that will implement them,” Mr Jinapor said at a Public Service Training programme in Accra.

President Nana Addo Dankwa Akufo-Addo has expressed his dissatisfaction with the work ethic of public and civil servants.

“We all avoid very carefully any mention of the workplace attitudes that retard our progress…we arrive at work late and then spend the first hour in prayer; we are clock watchers and leave in the middle of critical work, because it is the official closing time,” he said.

He added that, “Everything comes to a stop when it rains and we seem to expect the rest of the world also to stop. We have no respect for the hours set aside for work… we pray, we eat, we visit during working hours.”

President Akufo-Addo said if there was going to be any change, it had to start with a change in attitude to work. “Government is ready to do its part,” he said.

Secretary-General of the Trade Union Congress Ghana (TUC-G), Dr Anthony Yaw Baah assured the President he would lead the campaign to reform attitudes of Ghanaians toward work starting with the civil service.

He admitted changes needed to be made if the country was to see a boost in productivity.

Mr Jinapor who attended the Public Service Training programme designed to provide fresher courses to public servants said government is committed to changing the narrative about civil servants.

Government is working in tandem with the Civil Service to restructure the system in a manner that will ensure that they discharge their services effectively and efficiently, he said. “The Civil Service is sine qua non…[because] whatever you do, you will still need the Chief Directors,” he asserted.
