Chairperson of the Electoral Commission Ms Charlotte Osei faces impeachment over allegations of abuse of office. A group, calling itself Concerned Workers of the Electoral Commission have petitioned the President and the Chief Justice to begin impeachment processes against the Chairperson of the Commission, Mrs Charlotte Osei.
The petition, signed by a private legal practitioner, Maxwell Opoku Agyemang who is counsel for the petitioners stated among others, that the Chairperson of the Commission in many instances breached the Procurement Law in procuring goods and services for the Commission.

The allegations are as follows…
The group in a six paged document claimed Ms Osei without recourse to laid down administrative structures and the Public Procurement Act, singularly abrogated contracts, secured a V8 Land Cruiser for her use, and awarded contracts worth thousands of dollars.
Some of the contracts stated include the of GHS 3.9 million for demarcation and partitioning of the said office complex without recourse to the Commission. Another also is awarding a contract to the tune of $14,310,961 (United State Dollars) to her cronies for the construction of Pre-fabricated District offices without recourse to the Commission.
Ms Osei is also being accused of engaging the services of a private law firm, as lawyers for the Commission without resorting to due process. The group also cited her decision to cancel a contract awarded to Superlock Technologies Limited (STL) to supply and manage Biometric Voter Registration machines (BVRs) and the Biometric Voter Devices (BVDs), as well as her directive for the payment of $76,000 to IT firm, Dream Oval.
Other allegations included bringing the Commission’s name into disrepute by single highhandedly petitioning EOCO on an alleged misappropriation of staff endowment fund for malicious reasons.
They further alleged that the EC boss submitted an estimate of over GHC1million for the renovation of her official bungalow without recourse to the Commission or the appropriate staff in the Commission.
The group who wish to impeach Charlotte Osei claim that she “lacks managerial experience or capacity and knowledge of corporate governance structures and regulatory compliance”
According to them, the political posture of the Chairperson prior to the conduct of the 2016 General elections nearly plunged the country into catastrophe.
These and much more were the grievances of the employees of the Electoral Commission. The petitioners who issued the petition under Article 146(3) of the 1992 Constitution say they are ready to “make themselves available with all the relevant documents” to assist in investigations to prove their case. The petition they said will be forwarded to the chief justice for possible impeachment.
No petition for impeachment of EC boss received – Presidency
Meanwhile, Ghana’s presidency has said it is yet to receive any petition demanding directives to impeach Charlotte Osei, the Chairperson of the Electoral Commission for the stated misbehaviour. According to some sources, even though they have heard of such a petition in the media they are yet to receive a copy.
