Double-Track in Public Sector Will Boost Productivity – Dr. Osae

A governance expert has urged the government to introduce a double tracking employment system in the public sector.
Dr. Eric Oduro Osae, Dean of Studies and Research at the Institute of Local Government Studies explained that, the nights of the public sector in Ghana is invariably wasted as workers close from work by 5 pm while there is still more work to be done.
“If the government has introduced double track into the secondary school as a result of free senior high school, let us do same in the public sector to increase productivity, employment, and quality of service,” he said.
He indicated that in the double track system, after people work from 8 am to 5 pm another set should come and work from then till the next morning to ensure higher productivity and reduce delay in the completion of some paperwork.
“When this is introduced, passports can be acquired within two or three days and the Driver and Vehicle Licensing Authority will be able to give licenses in record time,” Dr. Osae explained.
The governance expert stated, “people take six months to one year to get their land title registration paperwork done which is creating lots of problems by way of litigation thus the registration can be done within a few weeks as the office will not close at 5 pm any longer.”
The double track system introduced in the senior high schools divides the entire student body and staff into two different tracks. So, while one track is in school, the other is on vacation.
Dr. Osae stated that the double track will give the government the opportunity to employ the same number of people it does in the day reducing the unemployment in the country.”
He stated that the double track will also motivate private sector enterprises like banks to upscale their game and employ more people to service customers in the night.
“Bank will be forced to work in the night as many people will go to the banks to make transactions when they visit the public sector for services in the night,” he explained.
The governance expert added that there are people who work during the day and want to go to school during the night but because universities close at 5pm or 7pm, many of them do not get to go to school.
Dr. Osae said, “the private universities have taken the opportunity to operate in the night and are doing the night studies but some are not doing it well.”
He advised that government will also increase the Gross Domestic Product (GDP) of the country.
