10% Pay Cut of Mahama Appointees Not Missing; It’s Been Used – Kwakye Ofosu

Former Deputy Communications Minister, Felix Kwakye Ofosu, has rubbished suggestions that monies accrued from the 10 per cent salary cut of appointees of former President John Mahama cannot be accounted for.

It emerged Wednesday at the Public Accounts Committee of Parliament that the deductions which were meant for the construction of Community Health Improvement Services (CHIPS) compounds could not be accounted for.

Per the Auditor General report for the year ending December 2015, a total of GHC 800,000 was accrued in 2014 and was subsequently released to the Presidency through the then Chief of Staff, Julius Debrah on request.

Deputy Controller and Accountant General, Kwasi Owusu, told the Committee that the money was being held in trust for the then government but they requested for it.

“So as and when we deduct from the pay roll, it goes directly to the owner of the money and that is why in 2015, we didn’t see anything at all because the money was not meant for government,” he said.

But in a Facebook post Thursday, Mr Kwakye Ofosu said any claim that monies realized from the 10 per cent pay cut cannot be traced is misleading and inaccurate.

“Any claim therefore that the monies so deducted cannot be accounted for, is most misleading and inaccurate,” he said in the post, and explained all monies were channeled to the construction of the CHPS compounds.

He said as at December 2016, a total of GHC 2,190,718.30 had been deducted,  but said GHC 2,130,718.30 was paid to contractors who had either completed or were working on the CHPS compounds.

He said a total of 5 had been completed at Gympokrom and Kwame Prakrom in the Upper Denkyira East District, Ada East in Greater Accra, Nkwanta Number 1 & 2 in the Western Region and Abontonso in the Afram Plains North District of the Eastern Region.

Another 5, he said, were almost completed at Faso Bator and Supon, in the Afram Plains North District as well as Dome, Gadokope and Samankwe in the Afram Plains South District.

“Another one was nearing completion at Tetegu Old Town in the Greater Accra Region. The last one was at foundation level at Ho Zongo as of the time we were leaving office,” he said in the post.
